I think if a lottery gets big there should more ways for people to win a lottery so the lottery goes to more than 1 person it would be more fair

Explain to me why there are only a few states that hit the lottery? I think there are several states that have never had a single big money winner. I had 4 correct white balls in the big $2.04 billion Powerball this week. Why is the payout do low for 4 correct balls? Shouldn’t the payouts increase for the all winners as the jackpot increase?
