In early spring 1992, Maxis, manufacturer of SimCity, began a business simulation (MBS) division within their company that was responsible for the making of authentic reenactments of experts that looked like Maxis sports. MBS is mostly involved in playing an oil processing plant for Chevron, finally called SimRefinery. Because petroleum treatment plants are unthinkable interaction plants, Chevron needs Maxis to make them a game like SimCity to display the processing plant at their members in Richmond, California.

In the autumn of 1992, SimRefinery took place and brought it to Chevron. Although the preparation experts from Chevron applauded the suitabilities of the game, SimRefinery has not gained unavoidable use within the company and has been discontinued in the long run. A working duplicate of SimRefinery was recovered in June 2020, moved to the Internet Archive to enable the public to play a game for the first time.
